Culver's, known for its frozen custards and butter burgers, operates 35 franchises in Florida. "The state's been very nice to us," said Paul Pitas of the Wisconsin-based company.

Stuligross, whose company operates other Culver's franchises in Florida, said they look forward to the new location.

"St. Petersburg is a thriving community and it's growing," he said.
